On February 7, 2025, FERC issued a Draft Supplemental EIS (SEIS) on the CP2 LNG and CP Express pipeline projects in Cameron Parish, Louisiana, and certain pipeline facilities in Cameron and Calcasieu Parishes, Louisiana and Jasper and Newton Counties, Texas. The draft SEIS was prepared in accordance with the requirements of the National Environmental Policy Act (NEPA) and the FERC regulations implementing NEPA under Title 18 of the Code of Federal Regulations, Part 380 (18 CFR 380). 

Members of the public were invited to submit comments on the Draft SEIS's disclosure and discussion of potential environmental effects. 

The deadline for submitting comments was 5:00 p.m. Eastern Time (4:00 p.m. Central Time) on March 31, 2025. The draft SEIS is not a decision document. It presents Commission staff’s independent analysis of the environmental issues for the Commission to consider when addressing the merits of issues in this proceeding.

Background Information and Additional Documents

On November 27, 2024, FERC issued a Rehearing Order with a focus on FERC’s analysis of the cumulative air quality impacts, specifically those related to nitrogen dioxide (NO2) and particles with an aerodynamic diameter of less than or equal to 2.5 microns (PM2.5) emissions.

As a result, a Notice of Schedule was issued, outlining the schedule for completing a supplemental environmental impact statement (SEIS).

Office of Public Participation's Outreach Corner

The Office of Public Participation (OPP) is authorized to support public participation in FERC proceedings pursuant to Section 319 of the Federal Power Act. OPP coordinates with and provides assistance to members of the public as to participation in, and understanding of, FERC proceedings. OPP provides outreach to community groups, community members, landowners and other interested parties potentially impacted by infrastructure projects.

OPP outreach conducted for the CP2 LNG Terminal and CP Express Pipeline Projects (Docket Nos. CP22-21 and CP22-22) included:

  • On January and March 2025, affected landowners and interested stakeholders were notified via email that FERC is seeking public comments on the CP2 LNG and CP Express Pipeline Projects. The messages provided information on how to participate in the proceeding and highlighted key deadlines associated with the draft SEIS comment period.
  • Coordinated social media campaign in Spring 2025 to notify interested constituents of the rehearing and associated deadlines on social media outlets Facebook, Instagram and X.
