Introduction 

On April 4, 2025, FERC staff approved Plaquemines Expansion, LLC’s and Venture Global Plaquemines LNG, LLC’s (collectively referred to as “Plaquemines”) request to enter into FERC’s Pre-filing Environmental Review Process (Pre-filing Process) for the planned Plaquemines Expansion Project.  More information may be found in FERC Docket No. PF25-7-000 in eLibrary. On March 6, 2025, Plaquemines Expansion, LLC’s and Venture Global Plaquemines LNG, LLC’s (collectively referred to as “Plaquemines”) filed a request to initiate the Pre-filing Process with FERC for the Plaquemines Expansion LNG Project. 

Plaquemines plans to expand its Plaquemines Liquified Natural Gas (LNG) export terminal in Plaquemines Parish, Louisiana. Plaquemines plans to construct additional liquefaction facilities that would be capable of producing up to approximately 18.6 million metric tonnes per annum of LNG. 

Plaquemines plans to construct: 

  • 12 liquefaction blocks 

  • A new marine loading berth 

  • A natural gas-fired electrical generation facility and associated facilities 

These permanent facilities would be situated on an approximately 250-acre site immediately adjacent to the existing terminal. Plaquemines would also use an additional and adjacent 350 acres of land to support construction of the planned facilities.

Pre-filing Environmental Review Process   

Pre-filing is a “pre-application” phase in the overall environmental review process for interstate natural gas or liquefied natural gas projects under FERC’s jurisdiction. The Pre-filing Process is designed to identify and address environmental aspects of the project before an official application is filed. The Pre-filing Process was established to encourage early involvement by stakeholders during the design and/or routing of an interstate natural gas project. Liquefied Natural Gas Terminal proposals filed with FERC must use the Pre-Filing Environmental Review Process for 6 months. Applicants are encouraged to explore alternative projects with affected communities that would reduce environmental adverse effects and promote security and safety. 

During the Pre-filing Process, members of the public will have multiple opportunities to get involved and express their views, concerns, and issues. Those opportunities include public comment periods, applicant-sponsored open houses, and scoping sessions hosted by FERC. These opportunities will be posted in FERC’s eLibrary in Docket No. PF25-7-000.  

Public Participation Opportunities  

Open Houses 

Open Houses are informal events open to the public, sponsored by the applicant as part of the FERC pre-filing process. These gatherings allow company representatives to share information about the Project. The public is encouraged to attend, ask questions, and provide input on the Project.   

FERC staff may attend to provide additional information and answer questions.  

Open Houses are an early opportunity to learn about a planned project, but it is important to stay involved and monitor project developments over time.

1. eComment

You can file your comments electronically using the eComment feature in FERC Online. Using eComment is an easy method for submitting brief, text-only comments.

2. eFiling

You can file your comments electronically by using the eFiling feature in FERC Online. With eFiling, you can provide comments in a variety of formats by attaching them as a file with your submission. New eFiling users must first create an account by clicking on “eRegister.” You will be asked to select the type of filing you are making. A comment on a particular project is considered a “Comment on a Filing.”

3. File a paper copy

You can file a paper copy of your comments by mailing them to FERC. Be sure to reference the Project Docket No. PF25-7-000 on your letter. Submissions sent via the U.S. Postal Service must be addressed to:

Background 

  • February 28, 2017: Venture Global Plaquemines LNG, LLC (Plaquemines LNG) and Venture Global Gator Express, LLC (Gator Express Pipeline), requested authorization to construct and operate a new LNG export terminal and associated facilities along the west bank of the Mississippi River in Plaquemines Parish, Louisiana (Terminal) and to construct and operate two new 42-inch[1]diameter natural gas pipeline laterals that will connect the Terminal to the pipeline facilities of Tennessee Gas Pipeline Company and Texas Eastern Transmission.  
  • September 30, 2019: The Commission authorized Plaquemines LNG to site, construct and operate a new liquefied natural gas (“LNG”) export terminal and associated facilities along the Mississippi River in Plaquemines Parish, Louisiana.
