Introduction 

On November 26,2025, FERC staff accepted Plaquemines Expansion, LLC’s and Venture Global Plaquemines LNG, LLC’s (collectively referred to as “Plaquemines”) into the formal Certificate Proceeding (CP) phase under FERC’s review process. More information can be found in FERC Docket No. CP26-27-000 in FERC’s eLibrary. Please note that the project has not been approved at this time.  

The Commission will prepare an environmental document that will discuss the environmental impacts of the Kosciusko Junction Pipeline Project. The Commission will use this environmental document in its decision-making process to determine whether the Project is in public convenience and necessity.  

Plaquemines LNG Expansion Project Route and Description

On March 6, 2025, Plaquemines Expansion, LLC’s and Venture Global Plaquemines LNG, LLC’s (collectively referred to as “Plaquemines”) filed a request to initiate the Pre-filing Process with FERC for the Plaquemines Expansion LNG Project. 

Plaquemines plans to expand its Plaquemines Liquified Natural Gas (LNG) export terminal in Plaquemines Parish, Louisiana. Plaquemines plans to construct additional liquefaction facilities that would be capable of producing up to approximately 18.6 million metric tonnes per annum of LNG. 

Plaquemines plans to construct: 

  • 12 liquefaction blocks 

  • A new marine loading berth 

  • A natural gas-fired electrical generation facility and associated facilities 

These permanent facilities would be situated on an approximately 250-acre site immediately adjacent to the existing terminal. Plaquemines would also use an additional and adjacent 350 acres of land to support construction of the planned facilities.

This project will undergo a National Environmental Policy Act (NEPA) review, which may include an Environmental Assessment or Environmental Impact Statement. We strongly encourage you to stay involved. Please use the Docket No. CP26-27-000.  

Public Participation Opportunities  

There are three ways to become involved in the Commission’s review of this project: you can file comments on the project, you can protest the filing, and you can file a motion to intervene in the proceeding.  There is no fee or cost for filing comments or intervening. The deadline to file was December 17, 2025. 

There are three methods you can use to submit your comments to FERC.

1. eComment

You can file your comments electronically using the eComment feature in FERC Online. Using eComment is an easy method for submitting brief, text-only comments.

2. eFiling

You can file your comments electronically by using the eFiling feature in FERC Online. With eFiling, you can provide comments in a variety of formats by attaching them as a file with your submission. New eFiling users must first create an account by clicking on “eRegister.” You will be asked to select the type of filing you are making. A comment on a particular project is considered a “Comment on a Filing.”

3. File a paper copy

You can file a paper copy of your comments by mailing them to FERC. Be sure to reference the Project Docket No. CP26-27-000 on your letter. Submissions sent via the U.S. Postal Service must be addressed to:

Background 

  • February 28, 2017: Venture Global Plaquemines LNG, LLC (Plaquemines LNG) and Venture Global Gator Express, LLC (Gator Express Pipeline), requested authorization to construct and operate a new LNG export terminal and associated facilities along the west bank of the Mississippi River in Plaquemines Parish, Louisiana (Terminal) and to construct and operate two new 42-inch[1]diameter natural gas pipeline laterals that will connect the Terminal to the pipeline facilities of Tennessee Gas Pipeline Company and Texas Eastern Transmission.  
  • September 30, 2019: The Commission authorized Plaquemines LNG to site, construct and operate a new liquefied natural gas (“LNG”) export terminal and associated facilities along the Mississippi River in Plaquemines Parish, Louisiana.

Office of Public Participation’s Outreach Corner 

 The Office of Public Participation (OPP) is authorized to support public participation in FERC proceedings pursuant to Section 319 of the Federal Power Act. OPP coordinates with and provides assistance to members of the public as to participation in, and understanding of, FERC proceedings. OPP provides outreach to community groups, community members, landowners and other interested parties potentially impacted by infrastructure projects. 

OPP’s outreach conducted for the Plaquemines LNG Expansion Project in Docket No PF25-7-00 included:  

  • On April 4, 2025, affected landowners and concerned citizens were notified via the U.S. Postal Service that FERC is seeking public comments on Plaquemines LNG Expansion Facility located in Plaquemines Parish, LA. FERC educational brochures and letters were mailed to inform landowners and citizens of the project comment deadline.  

  • Coordinated social media campaign in Spring 2025 to notify interested constituents of the comment period, in-person scoping session schedule, and associated deadlines on social media outlets like Facebook, Instagram, and X. 

  • Created a dedicated project website to inform the public of participation opportunities. 

  • Supported FERC’s Office of Energy Projects during the Pre filing phase by attending in-person Open House Events and Scoping sessions. 

  • Staff met with community members in prior to Open House and Scoping Session and to discuss environmental concerns related to the project.
