ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING
In response to a request for rehearing, the order further explains and sustains the Commission’s July 31, 2025, order, which accepted System Energy Resource, Inc.’s proposed revisions to the Unit Power Sales Agreement to reflect a 2024 Commission-approved settlement and life-of-the unit power purchase agreements related to the Grand Gulf Nuclear Station.

ORDER ON INITIAL DECISION
The order reverses an Initial Decision on System Energy Resources, Inc.’s (SERI) proposed revisions to the formula rate in the Unit Power Sales Agreement governing sale of energy and capacity from Grand Gulf Nuclear Station, to include prepaid and accrued pension cost to rate base. The order finds that SERI’s proposal has been shown to be just and reasonable.

ORDER ON PETITION FOR DECLARATORY ORDER
The order grants in parts and denies in part EDF power solutions Development, Inc.’s petition for declaratory order requesting the Commission to find that Salt River Project Agricultural Improvement and Power District’s (SRP) reciprocity Open Access Transmission Tariff is no longer valid, and reinstate Rainbow Valley Energy Center, LLC to SRP’s interconnection queue.

ORDER ISSUING CERTIFICATE AND APPROVING ABANDONMENT
The order authorizes Northwest Pipeline LLC to acquire and operate the existing Kelso Beaver Pipeline from joint owners Portland General Electric Company, KB Pipeline Company, and B-R Pipeline LLC; grants joint owners’ request to abandon the Kelso-Beaver Pipeline and related part 157 and 284 certificates; and approves Northwest’s request to expand the Kelso-Beaver Pipeline by installing a new 5,500-horsepower compressor station in Cowlitz County, Washington, and making the pipeline bi-directional.
C-3 | Distrigas of Massachusetts LLC, Docket No. CP25-207-000
ORDER AMENDING AUTHORIZATION UNDER SECTION 3 OF THE NATURAL GAS ACT
The order grants Distrigas of Massachusetts LLC’s proposal to amend its section 3 authorization to install a boil-off gas compressor at its existing LNG import terminal on the Mystic River in Everett, Massachusetts.
C-4 | Eastern Gas Transmission and Storage, Inc., Docket No. CP25-29-000
ORDER ISSUING CERTIFICATE
The order issues a certificate of public convenience and necessity to Eastern Gas Transmission and Storage, Inc. to construct and operate the Capital Area Project in Clinton, Centre and Franklin Counties, Pennsylvania and Loudoun County, Virginia. The project is designed to provide 67,500 dekatherms per day (Dth/d) of firm transportation service from the Leidy area in Pennsylvania to delivery points in Maryland and Virginia through the addition of compression and facility modifications at existing compressor stations.
