Applicant's Pre-Filing Process

1. Issue notice of intent, preliminary application document, request to use traditional licensing process, and newspaper notice
2. FERC approves use of traditional process
3. Hold public meeting
4. Consult with Federal and state agencies and Indian tribes on studies
5. Conduct studies
6. File application with FERC
