What We Do
Office performs economic, engineering, and technical analysis, reporting of and outreach to energy sectors to ensure just and reasonable rates, terms, and conditions and ensure safe, reliable, and secure infrastructure consistent with the public interest.
The primary functions of OTRE include:
- Supporting economic needs assessment for natural gas pipeline certificates applications.
- Performing economic, engineering, and technical analyses to establish context for evaluating just and reasonable rates, terms and conditions by:
- Identifying national trends in the energy sector that impact the affordability and reliability of power to customers.
- Examining the outcomes of recent changes, including Commission regulations, on market participant behavior and market operations.
- Identifying potential improvements to market rules or market design upon request.
- Analyzing market performance after major events such as winter storms, major changes to energy infrastructure, or market rules.
- Leading necessary external engagement to enable the Commission to accomplish its statutory responsibilities:
- Regular outreach with RTO/ISO market monitors and RTOs/ISOs to ensure markets are operating efficiently.
- Coordinate discussions between natural gas and electric sectors to support affordable, reliable and safe power to customers.
- Convene public discussions, including technical conferences, on challenging issues facing the energy markets as directed by the Commission.
- Leading relevant Congressionally-mandated reports, including reports that require analytical work.
- Preparing and presenting public reports and other resources to enhance transparency into the performance and operation of energy markets, such as annual State of the Markets, Seasonal Energy Markets and Reliability Assessments, and Energy Primer.
- Leading generic proceedings, as assigned by Chairman, to implement the Commission’s statutory requirements.
