ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING
In response to a request for rehearing, the order further explains and sustains the Commission’s February 20, 2025, order, which denied a complaint filed by Salsa Solar Energy, LLC and Towner Wind Energy III LLC against Public Service Company of Colorado (PSCo) alleging that PSCo improperly exercised native load priority.

ORDER GRANTING WAIVER REQUEST
The order grants North Hills Wind Project, LLC’s (North Hills) request for waiver of Midcontinent Independent System Operator, Inc.’s (MISO) tariff and a Generator Interconnection Agreement among North Hills, Dairyland Power Cooperative, and MISO to allow for an extension of the commercial operation deadline for a portion of North Hills’ planned generating facility.

ORDER ISSUING PRELIMINARY PERMIT AND GRANTING PRIORITY TO FILE LICENSE APPLICATION
The order grants Stirling T. Hebenstreit’s application for a preliminary permit to study the feasibility of the Energy Production from Deep Ocean Pressure Project, which would be located in Commencement Bay in Pierce County, Washington.

ORDER GRANTING STAY
The order grants a stay of the construction deadlines under Article 301 of the license for the Braddock Locks and Dam Project No. P-13739. The 5.25-MW unconstructed project was licensed in 2015 and will be located at the U.S. Army Corps of Engineers’ Braddock Locks and Dam facility on the Monongahela River in Allegheny County, Pennsylvania.

ORDER CERTIFYING INCREMENTAL HYDROPOWER GENERATION FOR PRODUCTION TAX CREDIT AND DELEGATING CERTIFICATION AUTHORITY TO THE DIRECTOR OF THE OFFICE OF ENERGY PROJECTS
The order certifies Tennessee Valley Authority’s historic production baseline and percentage of average annual hydropower production for the Cherokee hydropower facility, and delegates, to the Office of Energy Projects, the authority to certify the baseline and percentage of entities seeking a production tax credit or direct payment option pursuant to sections 45 and 6417 of the Internal Revenue Code.

ORDER DENYING PROTEST AND AUTHORIZING CONSTRUCTION
The order denies protests and authorizes El Paso Natural Gas Company LLC to construct and operate the Haystack Compressor Station pursuant to the Commission’s Part 157 blanket certificate regulations. The project is designed to provide an additional 50,517 dekatherms per day (Dth/d) of firm natural gas transportation service to Maricopa County, Arizona. The prior notice request was protested by the Haystack Ranch Community and other individuals, and those comments have been addressed in the order.

ORDER APPROVING ABANDONMENT
The order grants Tennessee Gas Pipeline Company, LLC’s request for authorization to abandon, partially in place and partially by removal, a section of its mainline pipeline, a pipeline supply lateral, and associated appurtenances located in Acadia, Vermilion, Iberia, and St. Mary Parishes, Louisiana.

ORDER ISSUING CERTIFICATES
