E-1 | Gaston Green Acres Solar, LLC v. PJM Interconnection, L.L.C., Docket No. EL26-39-000
ORDER DENYING COMPLAINT
The order denies Gaston Green Acres Solar, LLC’s and Bethel NC Hwy 11 Solar, LLC’s complaint against PJM Interconnection, L.L.C. (PJM), which: (1) alleges that the PJM Open Access Transmission Tariff is unjust and unreasonable because it does not afford developers the opportunity to withdraw their projects from Transition Cycle No. 1 without penalty after a restudy that results in a large increase in allocated Network Upgrade costs; and (2) requests that, if the Commission declines to allow penalty-free withdrawal, PJM should be required to issue Bethel its own generation interconnection agreement.

ORDER DENYING COMPLAINT
The order denies the complaint filed by McKenzie Electric Cooperative, Inc. under sections 306 and 309 of the Federal Power Act (FPA) against Basin Electric Power Cooperative (Basin) alleging that Basin has engaged in a nominal and “sham transaction” with the Rural Utilities Service by taking on a loan allegedly for the purpose of evading the jurisdiction of the Commission in violation of the FPA.

ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING
The order sustains the Commission’s November 20, 2025, order reversing in part an initial decision and finding System Energy Resource, Inc.’s proposal to include prepaid and accrued pension costs in rate base in its cost-based formula rate to be just and reasonable.
E-4 | Gregory and Beverly Swecker, Docket No. EL24-6-000
ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING
The order sustains the Commission’s June 27, 2024, order denying Gregory and Beverly Sweckers’ (the Sweckers) request for data, finding that Midland Power Cooperative (Midland) has provided the appropriate avoided cost rate data. The order also dismisses the Sweckers’ request for disgorgement or an investigation into Midland’s avoided cost rate.

ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING
The order sustains the Commission’s December 30, 2025, order accepting Southwest Power Pool, Inc.’s proposed revisions to its Open Access Transmission Tariff to, among other things, allocate a portion of the costs of future Base Plan Upgrades between 100 kilovolts (kV) and 300 kV based on subregions instead of transmission pricing zones.

G-1 | Standards for Business Practices of Interstate Natural Gas Pipelines, Docket No. RM96-1-044
FINAL RULE
The order amends the Commission’s regulations to incorporate by reference, as mandatory enforceable requirements, certain modifications to three of the Version 4.0 Standards for Business Practices of Interstate Natural Gas Pipelines adopted by the Wholesale Gas Quadrant (WGQ) of the North American Energy Standards Board (NAESB). NAESB’s revisions are designed to streamline the process for accessing publicly available gas-electric coordination data during extreme cold weather or emergency events.

ORDER ADDRESSING ARGUMENTS RAISED ON REHEARING AND SETTING ASIDE PRIOR ORDER, IN PART
The order sets aside Commission staff’s November 26, 2025, order modifying and approving Sacramento Municipal Utility District’s (SMUD) Slab Creek Whitewater Boating Recreation Management Plan for the Upper American River Hydroelectric Project, in part, to adopt SMUD’s proposed capacity threshold for determining when to increase the number of whitewater flow release days. The project is located on the Rubicon River, Silver Creek, and South Fork American River in El Dorado and Sacramento Counties in central California.
C-3 | West Texas Gas Utility, LLC and Texas Pipeline Exports, LLC, Docket No. CP26-6-000, CP26-7-000 and CP26-8-000
ORDER ISSUING PRESIDENTIAL PERMITS AND GRANTING AUTHORIZATION AND SURRENDER UNDER SECTION 3 OF THE NATURAL GAS ACT
The order transfers to Texas Pipeline Exports, LLC Natural Gas Act section 3 authorizations and Presidential Permits held by West Texas Gas Utility, LLC for existing border crossing facilities located on the border between the United States and Mexico near Del Rio and Eagle Pass, Texas.
C-4 | Port Arthur Pipeline, LLC, Docket No. CP26-142-000
ORDER AMENDING CERTIFICATE
The order grants Port Arthur Pipeline, LLC’s request to amend its certificate of public convenience and necessity for the Louisiana Connector Project under section 7(c) of the Natural Gas Act (NGA) and Part 157 of the Commission’s regulations to revise its initial rates and modify its tariff.
C-5 | Pine Prairie Energy Center, LLC, Docket Nos.: CP25-533-000, CP11-1-000 and CP04-379-002
ORDER ISSUING CERTIFICATE, APPROVING ABANDONMENT, AND VACATING CERTIFICATE AUTHORITY IN PART
The order grants Pine Prairie Energy Center, LLC’s (Pine Prairie) request to expand its Pine Prairie Energy Center storage facility in Evangeline Parish, Louisiana. The order also grants Pine Prairie’s request to amend its storage facility’s certificated working and base gas capacities and its certificated maximum injection/withdrawal capabilities and vacates portions of prior certificate authorizations for certain facilities that were never constructed.
