E-4 | Potential Enhancements to the Critical Infrastructure Protection Reliability Standards, Docket No. RM20-12-000
WITHDRAWAL OF NOTICE OF INQUIRY AND TERMINATION OF RULEMAKING PROCEEDING
The order withdraws a notice of inquiry, which sought comment on whether the then-effective Critical Infrastructure Protection (CIP) Reliability Standards adequately addressed: cybersecurity risks pertaining to data security, detection of anomalies and events, mitigation of cybersecurity events; and the potential risk of a coordinated cyberattack on geographically distributed targets. The order explains that the Commission, after careful consideration of the record, including later actions by the North American Electric Reliability Corporation and the Commission to address issues core to the Notice of Inquiry, exercises its discretion to withdraw the Notice of Inquiry and terminate the proceeding.

Order Addressing Arguments Raised on Rehearing
In response to a request for rehearing, the order further explains and sustains the Commission’s February 20, 2025, order accepting PJM Interconnection, L.L.C.’s tariff revisions to allow capacity market sellers subject to market power mitigation to submit offers capped at gross capacity performance quantifiable risk and to allow segmented offer caps.

ORDER DISMISSING COMPLAINT
The order dismisses as moot LS Power’s complaint alleging Midcontinent Independent System Operator, Inc. (MISO) violated its tariff by excluding certain projects located in Indiana from the list of regional projects eligible for the competitive transmission process.

ORDER REJECTING REFUND REPORTS AND DIRECTING REVISED REFUND REPORTS
The order rejects petitioners’ refund reports and directs petitioners to recalculate the refund amounts, make time-value refunds, and file revised refund reports with the Commission within 30 days.
The final rule approves proposed Reliability Standard CIP-015-1 (Cyber Security – Internal Network Security Monitoring), which the North American Electric Reliability Corporation (NERC), submitted in response to a Commission directive in Order No. 887. The final rule also directs NERC to develop certain modifications to proposed Reliability Standard CIP-015-1 to extend the Standard to electronic access control or monitoring systems and physical access control systems outside of the electronic security perimeter.

ORDER APPROVING SURRENDER OF EXEMPTION AND REMOVAL OF PROJECT FACILITIES
The order authorizes the surrender of the exemption for the non-operational High Falls Hydroelectric Project, located on the Deep River in Moore County, North Carolina, and approves with conditions the exemptee’s plan to remove the project dam and leave certain project facilities in place.

ORDER ISSUING PRELIMINARY PERMIT AND GRANTING PRIORITY TO FILE LICENSE APPLICATION
The order issues a preliminary permit to Premium Energy Holdings, LLC to study the feasibility of the Haiwee Pumped Storage Project. The proposed project would be located on the Haiwee Creek in Inyo County, California, and would occupy federal land managed by the U.S. Bureau of Land Management, U.S. Forest Service, and U.S. Department of Defense.
C-1 | Texas Connector Pipeline, LLC, Docket No. CP24-512-000
ORDER APPROVING AMENDMENT
The order approves Texas Connector Pipeline, LLC’s request to amend its certificate of public convenience and necessity for the Texas Connector Project in Cameron Parish, Louisiana, and Orange and Jefferson Counties, Texas. The amended project is designed to improve overall constructability by reconfiguring the pipeline, including the route to avoid newly identified pipelines and structures, eliminate laterals that were no longer needed, and accommodate landowner requests, and would enable Texas Connector to provide approximately 493,000 dekatherms per day (Dth/d) of additional firm transportation service to the Port Arthur LNG Terminal and to delivery points to other pipelines south of the terminal.

ORDER ISSUING CERTIFICATE
The order grants Rover Pipeline LLC's (Rover) request to construct and operate a new pipeline delivery point interconnection and a new pipeline receipt point interconnection on Rover’s mainline in Hancock County, Ohio under section 7(c) of the Natural Gas Act.
C-3 | Enbridge Offshore Facilities, LLC and Oceanus Pipeline Company, LLC, Docket No. CP25-260-000
ORDER ON PETITION FOR DECLARATORY ORDER
The order declares that the operation of the planned Sparta Pipeline and the existing Magnolia Pipeline, both offshore, will not trigger the Commission’s jurisdiction under the Natural Gas Act. The order concludes that the pipelines will be used for non-jurisdictional production and gathering.
