Docket Nos. IN17-4-000 and IN19-4-000
In a unanimous, bipartisan vote, the Federal Energy Regulatory Commission today approved a $10 million settlement with Rover Pipeline, LLC and Energy Transfer Partners, L.P. (collectively Rover), ending a longstanding Commission enforcement proceeding involving the companies.
The settlement resolves the Commission’s enforcement proceeding concerning construction activities at the Tuscarawas River crossing in Ohio. Under the agreement, Rover will pay a $10 million civil penalty to the U.S. Treasury.
In a separate action last month, the Commission unanimously terminated the Commission’s enforcement proceeding concerning Rover’s Stoneman House action in Ohio on October 30, 2026.
