Federal Energy Regulatory Commission (FERC) Chairman Laura Swett has announced two major staff appointments: McKenna Skeeters as Chief of Staff and James Dawson as General Counsel.

“I am grateful to McKenna and James for their commitment to serve at FERC. Their expertise will be critical to carrying out FERC’s mission of ensuring safe, reliable, and affordable energy for all Americans,” Chairman Swett said.

McKenna previously was a Special Assistant to President Donald J. Trump and oversaw personnel portfolios for the U.S. Departments of Energy, Interior and Transportation. McKenna is a native Texan and proud alumna of the University of Texas.

Prior to his appointment, James practiced energy and appellate law at Vinson & Elkins LLP.  He previously served as a law clerk to Judge Alex Kozinski of the U.S. Court of Appeals for the Ninth Circuit. A native of Texas, James is a graduate of Yale Law School and Columbia University.  He and his wife have a son and live in Washington, D.C.

David Morenoff, who has been serving as Acting General Counsel since January, will return to his position as Deputy General Counsel.
