I dissented from the Commission order eliminating reactive power compensation because I disagreed that the MISO Transmission Owners (MISO TOs) had met their burden under section 205 of the Federal Power Act to demonstrate that their rate elimination proposal was just and reasonable given the record’s substantial unrebutted evidence of the rate impacts this proposal would have on generators not affiliated with the MISO TOs.[1]  Nothing in the majority’s order “addressing” rehearing changes my view.  Reactive power compensation cannot be eliminated absent the MISO TOs meeting this statutory burden.

For these reasons, I respectfully dissent.
