Commissioner Moeller's statement on Order No. 719 Compliance Filings

"Today the Commission issues the first in a series of orders on compliance with Order No. 719, where the Commission established reforms to improve wholesale competition and the operation of organized wholesale electric power markets. While compliance with our new regulations will be easier for some utilities than others, I appreciate the time and attention that the RTOs and ISOs have expended in their efforts to comply with our rule. I would also like to highlight that these orders do not address the fourth area of reforms identified in Order No. 719, (i.e., the responsiveness of RTOs and ISOs to their customers and other stakeholders). As noted in the orders issued today, the Commission recently announced that our staff will hold a technical conference in the near future to provide a forum for interested participants to discuss that topic. Following that technical conference, the Commission will issue a separate order addressing compliance with this aspect of Order No. 719. Again, I appreciate the significant efforts of the utilities in moving towards compliance with these regulations."
