Preparing an Application

Scoping is a process for identifying and determining the extent of issues to be addressed in the Commission's environmental assessment (EA) or environmental impact statement (EIS) (40 CFR 1501.7 External Link) for the project.

Within 60 days after the Notice of Intent (NOI) and Pre-application Document (PAD) is filed, Commission staff will issue public notice of scoping meeting(s) in a newspaper serving the counties in which the proposed project is located. The notice will provide the location and time of the meeting(s). At the same time, Commission staff will also issue a scoping document (SD1) that describes the issues that will be addressed in its EA or EIS. Comments are due within 60 days of issuance date of the notice.
