PRELIMINARY STATEMENT

Enbridge Pipelines (Midla) L.L.C. (the "Company") is a Natural Gas

company engaged in the business of providing transportation services in

interstate commerce under authorization granted by, and subject to the

jurisdiction of, the Federal Energy Regulatory Commission. Midla's

transportation services will occur at the Point(s) of Receipt into Midla's

main transmission line, T-32 Lateral and three small offshore laterals. The

main transmission line extends from the Monroe Gas Field in Northeastern

Louisiana southward across Eastern Louisiana into Western Mississippi and then

back into Louisiana to its terminus at Baton Rouge, Louisiana.

It is the policy of the Company to provide transportation services

pursuant to each rate schedule only under specific written Service Agreements

acceptable to the Company after consideration of existing commitments to

others, delivery capacity, and other pertinent factors.
