(c) The gas is delivered at some point to a customer that

is either located in a local distribution company's

service area or is physically able to receive direct

deliveries of gas from an intrastate pipeline, and

that local distribution company or intrastate pipeline

certifies that it is on its behalf that the interstate

pipeline is providing transportation service.

If customer is requesting service under Section 311 author-

ity, then an "on behalf of" certification or agency agree-

ment signed by the local distribution company or intrastate

pipeline on whose behalf service is being performed must be

attached.

284.222) transportation by an interstate pipeline for

interstate pipeline.

other shipper.
