August 1 each year shall only include revised Current EPC changes. The EPC

Surcharges filed to be effective February 1 each year shall be effective for the

full twelve (12) month period beginning February 1 of each year.

15.2 Transition Cost Recovery Mechanism

(A) This Section 15.2 establishes the procedures under which Pipeline will recover the

costs incurred as a result of implementing, in connection with implementing, or

attributable to, the requirements of Order No. 636 (such costs hereinafter referred

to "Transition Costs"). This Section 15.2 shall be applicable until such time as

Pipeline has recovered the total aggregate Transition Costs.
