Percentage is calculated based on the operational

imbalance level, actual quantities in excess of that

level will be multiplied by the Imbalance Level Factor

corresponding to the Total Monthly Imbalance

Percentage.

(3) For imbalances due Pipeline in the Market Area zone(s)

where the imbalance occurred, such imbalance quantity,

if 5% or less, will be multiplied by the applicable

monthly average of the weekly Spot Index Price for the

four Access Area zones. If such imbalance quantity is

greater than 5%, it will be multiplied by the average

of the highest weekly Spot Index Price for the four

Access Area zones.
