11.3 Posting Requirements and Bid Periods. The Capacity Release timeline
is applicable to all parties involved in the Capacity Release
process; however, it is only applicable if (1) all information
provided by the parties to the transaction is valid and the
Replacement Shipper has been determined to be creditworthy before
the capacity release bid is tendered and (2) there are no special
terms or conditions of the release. Any capacity release
transaction, including a prearranged offer, for longer than 31 days
must be posted for bidding pursuant to the requirements in this
Section 11.3 unless the transaction is at the maximum recourse rate
or higher negotiated rate. A capacity release transaction for 31
days or less may be posted for bidding pursuant to the requirements
in this Section 11.3. Any Releasing Shipper's completed Notice will
be posted on the Pipeline's Internet Web Site until the expiration
of the Bid Period, except for those Releasing Shippers' Notices for
capacity release for which the Releasing Shipper has obtained a
Prearranged Shipper agreeing to pay the maximum recourse rate or
higher Negotiated Rate. If Shipper elects to post a prearranged
deal, the information must be posted not later than forty-eight (48)
hours after the finalization of all contractual arrangements. All
terms and conditions of completed capacity release transactions will
be posted on the Pipeline's Internet Web Site, including the names
of the Releasing Shippers involved in the capacity release
transaction.
(a) Capacity Releases Subject to Bidding. The proposed
duration of the Shipper's release determines the minimum
Bid Period for the Releasing Shipper's Notice pursuant
to this Section 11. These Bid Periods are as follows:
