(i) Normal Mode shall be implemented when system
conditions do not warrant a correction in flow, and
when no known threat to system conditions exist.
(ii) Alert Mode shall be implemented when system
conditions warrant a correction in flow, or when a
threat to system conditions exist.
(iii) Critical Mode shall be implemented when system
conditions warrant a prompt or immediate correction
in flow or when an event has occurred or is occurring
that jeopardizes the Pipeline's system integrity.
(c) When Pipeline changes the operating condition from Normal to
Alert, Alert to Normal, Alert to Critical, Critical to
Alert, Normal to Critical or Critical to Normal, Pipeline
shall provide notice to Shippers by posting such change on
the Pipeline's Internet Web Site. Notices to implement an
OFO under GT&Cs Section 9 or to change to or from a Critical
Mode shall be delivered to Shippers by the Pipeline's
Internet Web Site pursuant to the terms of GT&Cs Sections 29
and 36. Notices shall be given as soon as practicable but
no shorter than the notice periods set forth below:
(i) for Alert Mode Notice: at least 24 hours prior to
the beginning of the Gas Day to which the notice
applies;
(ii) for Critical Mode Notice: at least 2 hours,
unless an immediate response is required for
exigent circumstances prior to the effective time
of the notice. Such notice shall specify the
beginning time of the OFO and such OFO shall
remain in effect until cancelled by Pipeline. In
the notice Pipeline shall specify the reason for
the OFO and the expected conditions that would
cause release of the order.
