PRELIMINARY STATEMENT

KINDER MORGAN LOUISIANA PIPELINE LLC ("KMLP" or "Transporter") is

a natural gas company primarily engaged in the business of transporting

re-gasified liquefied natural gas in the State of Louisiana for delivery

to other interstate and intrastate pipelines.

The Currently Effective Rates, Rate Schedules, General Terms and

Conditions, and Forms of Service Agreement applicable to the

transportation services performed by KMLP are contained herein.
