(c) If no tests have been performed to determine the

degree of inaccuracy, or measurement equipment is out

of service, the quantity of gas shall be estimated:

(1) By using the registration of any existing and

agreed upon check equipment considered by parties

concerned to be registering accurately, or in the

absence of such facilities,

(2) By correcting the error, if the quantity or

percentage of error is ascertainable by

calibration, test, or mathematical calculation,

or if neither of the two foregoing procedures are

applicable,

(3) By relating the quantity of receipt or delivery

to receipts or deliveries during periods under

similar conditions when the measurement equipment

was deemed to have been registering accurately.
