3. SERVICE REQUESTS AND CONTRACTING FOR SERVICE

Pipeline shall provide the requested information orally, or in
writing, as appropriate.
3.1 Requests for Service.
(a) Persons desiring a new service or an amendment to
existing service under one of Pipeline's Rate
Schedules set forth in Volume No. 1 of Pipeline's
FERC Gas Tariff must be a LINK® System User pursuant
to Section 2 of these General Terms and Conditions
and must submit a Request for service electronically
via the LINK® System. Commencing January 1, 2006,
persons submitting a bid for firm service under one
of Pipeline's Open Access Rate Schedules pursuant to
Section 4.2 of the General Terms and Conditions must
submit the bid electronically via the LINK® System;
until that date, such bids must be submitted as
described in the applicable posting.
(b) A Request for a new service or an amendment to an
existing service shall contain the information
identified on the Request for Service Information
List posted on Pipeline's public Web site, as such
list may be amended from time to time. Requests to
amend existing service that will affect a Customer's
financial obligations to Pipeline, without regard to
the impact of any applicable discount or negotiated
rates, are referred to as Billing Amendments.
