20. CAPACITY RELEASE (Continued)
20.3 Open Seasons.
Bids shall be binding until written or electronic
notice of withdrawal is received by Transporter. (NAESB 5.3.13)
Offers shall be binding until written or electronic notice of
withdrawal is received by Transporter. (NAESB 5.3.14) Bids cannot be
withdrawn after the bid period ends. (NAESB 5.3.15)
The Releasing Shipper has the right to withdraw its
offer during the bid period, where unanticipated circumstances
justify and no minimum bid has been made. (NAESB 5.3.16)
Transporter shall allow re-releases on the same terms and basis as the
primary release (except as prohibited by regulations). (NAESB 5.3.19)
A Releasing Shipper shall not be able to specify
an extension of the original bid period or the pre-arranged deal
match period, without posting a new release. (NAESB 5.3.25)
A Releasing Shipper has the choice to specify dollars and
cents or percents of maximum tariff rate in the denomination of
bids. Once the choice is made by the Releasing Shipper, the bids should
comport with the choice. (NAESB 5.3.26)
For purposes of bidding and awarding,
maximum/minimum rates specified by the Releasing Shipper should
include the tariff reservation rate and all demand surcharges, as
a total number or as stated separately. (NAESB 5.3.27)
