PRELIMINARY STATEMENT

This Second Revised Tariff Volume No. 2 applies to transportation of

natural gas performed by Wyoming Interstate Company, L.L.C. ("Transporter"),

to which the provisions of Section 284.7 of the Regulations of the Federal

Energy Regulatory Commission ("FERC" or "Commission") are applicable.

Transportation Service under this Tariff will be offered to all Parties

requesting service hereunder on a basis which does not violate the FERC

standards of undue discrimination. This Tariff shall also apply to any other

Transportation Service on behalf of others as to which all or portions of such

Tariff are made applicable by order of the FERC pursuant to applications filed

by Transporter.
