PRELIMINARY STATEMENT

Kinder Morgan Interstate Gas Transmission LLC's Buffalo Wallow Market

Center is a "natural gas company" under the definition of Section 2 (6) of

the Natural Gas Act and is subject to the jurisdiction of the Commission.

Kinder Morgan Interstate's Buffalo Wallow Market Center operations include

the exchange and transportation of natural gas. Kinder Morgan Interstate's

Buffalo Wallow Market Center operates in the states of Oklahoma and Texas

performing one or both of these functions.
