18. DIRECT ACCESS REQUEST AND TRACKING SYSTEM (DART)
18.1 DESCRIPTION OF DART
(a) Trailblazer maintains a twenty-four (24) hour
interactive electronic system, the Direct Access Request and
Tracking System (DART). DART is available for use by all Shippers
and other interested parties upon request and at no charge. The DART
system provides on-line help and interactive search functions
permitting users to locate a specific transaction. Additionally, it
provides customers the ability to download a file from DART or to
split files into smaller files prior to such download. Daily back-up
records of the information displayed on DART will be archived and
accessible to customers on a non-discriminatory basis. The data will
be kept for a rolling three (3) year period, inclusive of both
current and archived data.
(b) The DART system provides access to a variety of
features including Information Postings and Planning Tools,
Nominations, Volume Inquiry, Contract Request Processing, Capacity
Release Request and Bid Processing, Discount Request Processing and
FERC 497.
(1) INFORMATION POSTINGS AND PLANNING TOOLS
The types of information available through the
Information Postings and Planning Tools on DART include: (i)
reports on operationally available capacity, unsubscribed capacity,
and released capacity at Receipt/Delivery Points and on the
mainline; (ii) information on construction and maintenance projects
impacting capacity; (iii) imbalance volumes available for trading
among Shippers prior to cashout as provided in Section 15 hereof;
(iv) firm and interruptible rates and fuels, including general
discount offers; (v) catalog of currently active Receipt and
Delivery Points; (vi) general announcements and procedures,
including Operational Flow Orders; and (vii) capacity wanted
advertisements as provided in Section 20 hereof.
(2) NOMINATIONS
This feature allows for submittal of all
transportation nominations, transfer nominations, predetermined
allocations and nomination priorities as required in Section 10.
