GENERAL TERMS AND CONDITIONS

(f) "Base Period" shall mean the twelve (12) months

ended three (3) months prior to the commencement of a new Recovery

Period.

 

(g) "Recovery Period" shall mean the period during

which the revised Expansion Fuel Reimbursement PRA may be in effect,

which shall be a twelve (12) month period commencing with the

effective date of the next redetermination as specified in Section

41.3.

 

(h) "Receipt Quantities" shall mean the actual volumes

of natural gas received by Trailblazer at the various receipt points

on Trailblazer's system, net of volumes received as fuel gas, under

contracts to which this Section 41 is applicable.

 

(i) Initial Effective Date is the first day of the

month in which Expansion 2002 goes into service.

 

41.3 PERIODIC RATE ADJUSTMENT

 

(a) The initial level of the Expansion Fuel

Reimbursement Percentage shall be established in Trailblazer's

certificate proceeding for Expansion 2002, to be effective on the

Initial Effective Date. The Expansion Fuel Reimbursement Percentage

shall be redetermined effective on each annual anniversary of the

Initial Effective Date, and may, at Trailblazer's election, be

redetermined on the semi-annual anniversary of the Initial Effective

Date.

 

(b) Trailblazer shall file its adjustment to the

Expansion Fuel Reimbursement Percentage at least thirty (30) days

prior to the effective date of the redetermination, based on the

procedures set out in Sections 41.4 and 41.5. Tracking filings

submitted in accordance with this Section shall become effective,

subject to refund, on the designated effective dates. Any changes

from the prior tracking level shall be subject to review in the

tracking filing proceeding.

 

41.4 CURRENT EXPANSION FUEL REIMBURSEMENT

 

The methodology used to derive the Expansion Fuel

Reimbursement Percentage for each periodic rate adjustment is as

follows:
