GENERAL TERMS AND CONDITIONS

1.27 PROSPECTIVE SHIPPER
"Prospective Shipper" shall mean those entities which
do not have a currently effective Contract Demand.
1.28 RECEIPT POINT
"Receipt Point" shall mean any point at which gas is
tendered by or for the account of Shipper to Trailblazer for
transportation as specified in an Agreement or as applicable to service
under such Agreement by operation of this Tariff.
1.29 RECOURSE RATE
"Recourse Rate" shall mean the applicable maximum rate
which would apply to the service but for the rate flexibility allowed
under Section 38 hereof. Under Rate Schedule FTS, separate Recourse
Rates are stated for Expansion 2002 and for the Existing System. The
Recourse Rates for the Existing System shall apply to contracts in
effect on the date Expansion 2002 goes into service and shall continue
for their remaining term. The Recourse Rates for Expansion 2002 shall
apply to Expansion 2002 Agreements.
1.30 REQUESTS FOR CAPACITY
"Requests for Capacity" as used in Section 5 shall
mean a written request by any Prospective Shipper for capacity or by an
Existing Shipper for additional capacity under Rate Schedule FTS.
1.31 SHIPPER
"Shipper" may refer to Existing Shippers, Prospective
Shippers, Expansion 2002 Shippers, FTS Shippers, or ITS Shippers,
individually or collectively, depending on the context. In addition, in
a given context, Shipper may refer to an entity which is seeking to
become a Shipper.
1.32 STANDARD REPORTING BASIS
Standardize the reporting basis for Btu as 14.73 psia
and 60 degrees F (101.325 kPa and 15 degrees C, and dry). Standardize
the reporting basis for gigacalorie as 1.035646 Kg/cm squared and 15.6
degrees C, and dry.
