1/ The rates for Expansion 2002 shall commence on the in-service date of

Expansion 2002, but no earlier than April 20, 2002.

2/ These rates reflect the "Offer of Settlement and Stipulation and

Agreement" (Settlement) filed by Trailblazer in Docket No. RP03-162.

The Settlement was approved and modified by the Commission by its

"Order Approving Settlement" issued on January 23, 2004, 106 FERC

Paragraph 61,034 (Settlement Order).
