The rates for Rate Schedule GSS - General Sales Service -

are subject to negotiation as provided under the terms of

the Rate Schedule, Service Agreement and the General Terms

and Conditions of this FERC Gas Tariff.

(1) The minimum base rate for the Reservation charge is

$0.0000.

(2) The surcharges may include GRI, Take-or-pay, and

Transition Cost recovery. Transition Cost recovery

included in these proforma tariffs does not include

$2,669,000 for potential system reinforcement costs

necessary to eliminate the merchant function which may

be collected at a later date. These costs are

amortized over a six year period and allocated to the

divisions based on plant investment.

(3) The surcharges may include GRI, ACA, Take-or-pay, and

Transition Cost recovery.
