Section 311 Certification

_______ an intrastate pipeline as defined by NGPA Section 2(16), or

_______ a local distribution company as defined by NGPA Section 2(17);

and that it:

_______ has physical custody of and transports the natural gas being transported

under the referenced Service Agreement at some point during the

transaction, or

________ holds title to the natural gas being transported under the referenced

Service Agreement at some point during the transaction, which may

occur prior to, during, or after the time that the gas is being

transported by Southern Natural Gas Company, for a purpose related

to its status and functions as an intrastate pipeline or its status and

functions as a local distribution company, or

________ is either a local distribution company in whose service area the

customer(s) being served under the referenced Service Agreement is

located or an intrastate pipeline which is able to deliver gas directly to

the customer(s) being served under the referenced Service Agreement.
