23. COMPLAINTS

Transporter shall respond to any complaints which Shipper or

a potential Shipper has regarding transportation service on

Transporter's system within forty-eight (48) hours after

receipt by Transporter. If such complaint is not resolved

within thirty (30) days after Transporter's receipt of the

complaint, Transporter shall respond in writing to the

complaining party prior to the expiration of said thirty-day

period.
