10.5 Offer to Release Capacity

Offers to Release Capacity must be submitted in

accordance with the schedules set forth in Subsection

10.4. Such offers must be in writing and on the

release form provided by Sabine (hereinafter called

Releasing Shipper's Offer) or provided electronically.

Sabine shall post the Releasing Shipper's Offer on its

Internet web site (web site). The posting of the Offer

will also include the maximum reservation rate

applicable to the capacity, the date and time by which

bids must be submitted in accordance with the capacity

release timetable, and the date and time the Offer is

posted; provided, however, the maximum rate limitation

shall not be applicable to capacity release

transactions occurring between March 27, 2000 and

September 30, 2002, if the term of the release is less

than one (1) year. Releasing Shipper may withdraw an

offer to release capacity at any time prior to the

receipt by Sabine of a bid for the capacity that meets

the Releasing Shipper's minimum bid specifications. All

offers will be considered binding until written or

electronic notice of withdrawal is received by Sabine.

Any Shipper offering to release all or part of its firm

capacity under an executed Firm Service Agreement shall

provide the information required by NAESB WGQ Standard

5.4.1.
