14. CAPACITY RELEASE (Continued)
14.4 Long-Term Releases (five months or more): (Continued)
(b) Releases Subject to Open Bidding: For releases (1) that
are five (5) months or more and (2) involve no Prearranged
Replacement Shipper or where the Releasing Shipper does not
want to use the procedures of Section 14.4(a) above, the
following posting and notification procedures shall apply:
For such releases that are less than one year:
* Offers should be tendered by 12:00 p.m. (10:00 a.m.
Pacific Clock Time) on a Business Day;
* open season ends no later than 1:00 p.m. (11:00 a.m.
Pacific Clock Time) on a Business Day (evaluation period
begins at 1:00 p.m. [11:00 a.m. Pacific Clock Time]
during which contingency is eliminated, determination of
best bid is made, and ties are broken);
* evaluation period ends and award posting if no match
required at 2:00 p.m. (12:00 p.m. Pacific Clock Time);
* match or award is communicated by 2:00 p.m. (12:00 p.m.
Pacific Clock Time);
* match response by 2:30 p.m. (12:30 p.m. Pacific Clock
Time):
* where match required, award posting by 3:00 p.m.
(1:00 p.m. Pacific Clock Time);
* contract issued within one hour of award posting (with
new contract number, when applicable); nomination possible
beginning at the next available nomination cycle for the
effective date of the contract.
For such releases that are one year or more:
* Offers should be tendered by 12:00 p.m. (10:00 a.m.
Pacific Clock Time) four Business Days before award;
* open season ends no later than 1:00 p.m. (11:00 a.m.
Pacific Clock Time) on the Business Day before Timely
Nominations are due (open season is three Business Days);
