reason, Transporter incurs other liabilities related to orstemming from the

implementation of restructured services pursuant to Order No. 636 et. seq., then

Shippers' liability for such amounts shall be limited to the level of liability

that the Shipper would have had on the Implementation Date. The foregoing is

subject to and nothing herein shall be construed to modify or change the terms

of the Stipulation and Agreement, as amended, in Docket Nos. RP91-78 and

CP92-108.
