Access Rates are subject to change (increase or decrease) based on changes to rates for service on the

pre-Eastchester system, in accordance with Section 1.1 of Iroquois' August 12, 2004 rate settlement in

Docket No. RP04-136.

4/ Eastchester Shippers (including those using Eastchester Secondary Access Service) are subject to the

ACA Adjustment, the Deferred Asset Surcharge, and the Measurement Variance/Fuel Use Factor,

all as set forth on Sheet 4A, and any similar adjustment or surcharge of general applicability

approved by the Commission except that in no event shall such an adjustment be assessed more than once for a

single transaction.

5/ No rate cap shall apply to any capacity releases with terms of less than or equal to one year pursuant

to FERC Order Nos. 712 et al.
