2. ELECTRONIC BULLETIN BOARD

2.1 In General. Transporter shall operate and make available to Shippers and other third parties, as set

forth below, an interactive electronic communications system (Electronic Bulletin Board (EBB)) (also referred

to by its trade name Navigates®). All Shippers of service under any of Transporter's Rate Schedules shall

have the capability to make use of Transporter's EBB as required by this Tariff. The EBB shall be available

to any party with compatible electronic equipment. All Shippers and parties making use of Transporter's EBB

shall be bound by and comply with the procedures governing its use, as set forth in this Tariff and, for those

Shippers or other parties utilizing electronic contracting through the EBB, in Section 5.7 of the General

Terms and Conditions.

2.2 Operation.

(a) The EBB shall provide, among other things (i) a search function for locating all information

concerning specific transactions, and (ii) a menu that shall enable parties to separately access notices of

available capacity, records of each transaction entered in the transportation log, and standards of conduct.

Transporter will permit parties to download files from the EBB system so the contents can be reviewed in

detail without tying up access to the system. Transporter will retain in an electronic format records of the

information displayed on the EBB for no less than the preceding three years, and will permit parties

reasonable access to those records.
