(c) By estimating the quantity of receipt or delivery based on

receipts or deliveries during preceding periods under similar

conditions when the measuring equipment was registering

accurately.

2.10 Preservation of Records. Shipper and Transporter shall preserve

for a period of at least 3 years, or for such longer period as may

be required by appropriate authority, all test data and other

similar records.
