PRELIMINARY STATEMENT

Central New York Oil And Gas Company, LLC ("CYNOG"), a New

York limited liability company, owns and operates a natural gas

storage facility and related compression equipment and pipelines,

collectively known as the Stagecoach Storage Project, located in

Tioga County, New York and Bradford County, Pennsylvania. The

Stagecoach Storage Project receives, injects, stores, withdraws

and

delivers natural gas transported in interstate commerce, and is

accordingly a "natural-gas company" subject to the jurisdiction of

the Federal Energy Regulatory Commission under the Natural Gas Act

of 1938, as amended, 15 U.S.C. 717-717w.

This Original Volume No. 1 of the FERC Gas Tariff of CNYOG

contains the Rates and Charges, Rate Schedules, Forms of Service

Agreements and the General Terms and Conditions applicable to

Storage Service performed by CYNOG pursuant to the FSS and ISS

Rate

Schedules.
