    1. Notice of pre-filing environmental review

Applicant Process and FERC Process Continue Simultaneously
Applicant Process
    5. Hold open houses/workshops
    6. Select proposed pipeline route
    7. Start easement negotiations
    8. Start surveys, complete resource reports
    9. File at FERC
FERC Process
    2. Conduct scoping to determine environmental issues
    3. Notice of application
    4. Begin preparing draft Environmental Impact Statement (EIS)
Applicant Process is Complete and FERC Process Continues
  FERC Process
    5. Issue draft EIS
    6. Commission issues Preliminary Determination
    7. Respond to environmental comments
    8. Issues final EIS
    9. COMMISSION ISSUES ORDER
