John S. Moot, General Counsel
Before becoming the Commission's General Counsel in 2005, Mr. Moot was a partner for six years at the law firm of Skadden, Arps, Slate, Meagher & Flom LLP, and worked there since 1992. Prior to 1992, he was an associate attorney at Verner, Liipfert, Bernhard, McPherson & Hand. He has represented publicly-owned utilities, rural electric cooperatives, investor-owned utilities, wholesale power customers, state regulatory commissions and merchant generators.
Mr. Moot received his J.D. as a 1988 cum laude graduate of American University's Washington College of Law, located in Washington, D.C., where he was Editor-in-Chief of the Administrative Law Journal. He received a Bachelor of Arts degree from St. Lawrence University in 1983. Mr. Moot is admitted to practice before the District of Columbia and Maryland bars.
