Description: |
The Chairman will be on a panel disusing "Regulating to encourage innovation" - Traditional energy regulation, based on cost of service, may discourage innovation and reward conservatism in utility management. This session will look at recent experiences in developing rate-setting approaches that seek to overcome this effect, and encourage innovation.
